Mine & Project
Analysis
Independent review of project assumptions, technical documentation, physical conditions, infrastructure, constraints, and development opportunities.
PROJECT EVALUATION & RISKIndependent technical and operational consulting for the realities of mine ownership, development, and operation.
WHAT WE DO
From early due diligence to operating readiness, MineForce brings together technical evaluation, project planning, and field-informed execution.
Independent review of project assumptions, technical documentation, physical conditions, infrastructure, constraints, and development opportunities.
PROJECT EVALUATION & RISKPractical assessments of mine readiness, work sequencing, equipment, staffing, budgets, contractor needs, and operational gaps.
READINESS & EXECUTIONConceptual site layouts, access and circulation, surface facilities, utilities, staging, logistics, and development coordination.
SITE PLANNING & LOGISTICSAssessment of safety systems, operating procedures, hazard controls, readiness gaps, and regulatory considerations within the larger mine operating plan.
SAFETY SYSTEMS & SITE READINESSStructured identification of material project risks, missing information, permitting dependencies, and the assumptions behind development plans.
OWNER & INVESTOR DECISIONSIndependent project support for scopes, budgets, scheduling, contractor coordination, risk tracking, and development decisions.
OVERSIGHT & COORDINATIONOUR POINT OF VIEW
“A mine plan only creates value when it holds up against the conditions on the ground.”
HOW WE WORK
Every engagement starts by separating what is known, what is assumed, and what must be resolved before the next commitment.
Review technical information, existing infrastructure, operating conditions, permits, and project objectives.
Test the assumptions behind capital needs, mine readiness, staffing, access, compliance, and schedule.
Translate findings into a sequence of decisions, practical work scopes, budgets, and action items.
Help owners and project teams coordinate the work, monitor issues, and refine plans as conditions change.
Clear findings. Defensible priorities. An honest view of what comes next.

MineForce integrates mine safety considerations into operational assessments, development planning, and startup readiness. The principal’s experience as an MSHA instructor informs a field-centered approach to regulatory awareness, working conditions, and operational risk.
Talk through your needsTHE PRINCIPAL

David Pennington advises mine owners, operators, and investors on the intersection of project evaluation, mine development, operating readiness, site planning, and risk. His background combines a B.S. in Civil Engineering with hands-on mine operations, contractor management, infrastructure development, and regulatory coordination.
As an MSHA instructor, he brings an additional safety and regulatory perspective to mine assessments, operational planning, and responsible project development.
WHO WE WORK WITH
Operational assessments, restart plans, site development, safety-system reviews, and practical project oversight.
Planning support, sequencing, infrastructure concepts, scopes of work, and coordination of development priorities.
Independent technical diligence, operating assumptions, execution risk, and assessments that support informed decisions.
